How can a large website audit be reported without turning measurements into legal judgments about individual sites?
Work completed so far
I ran the audit, preserved a reproducible package, and requested withdrawal when the publication route no longer met my zero-APC rule.

The administrative outcome is not yet final. Site-level findings remain private.

Confirmed withdrawal, or a later live version of record and active DOI.
